Legislation to Watch
Every year, Congress introduces standalone legislation that addresses a specific issue or marker bills that can be included in larger legislation, like the Farm Bill or a tax package. Here are some of the key bills NCBA is supporting this Congress:
Bill Name Introduced By Purpose Status
ESA Amendments Act of 2025
Pet and Livestock Protection Act
Death Tax Repeal Act
Rep. Bruce Westerman( R-AR)
Rep. Tom Tiffany( R-WI), Rep. Lauren Boebert( R-CO)
Rep. Randy Feenstra( R-IA), Rep. Sanford Bishop( D-GA), Sen. John Thune( R-SD)
This bill reforms the Endangered Species Act to remove animals from the endangered list when they have truly recovered, which helps protect cattle producers from dangerous predators that have stayed on the endangered list despite being fully recovered.
This bill would require the Secretary of the Interior to reissue regulations removing the gray wolf from the list of endangered and threatened wildlife under the Endangered Species Act of 1973.
This bill permanently repeals the federal estate tax, or Death Tax, which forces cattle producers to pay a tax when a farm or ranch transfers to the next generation due to the death of a family member.

This bill would cut the federal estate tax, or Death Tax, rate in half so it becomes less of a burden on cattle producers. NCBA supports fully repealing the Death Tax, but until we can get there, we will continue pushing for lower tax rates.
